The date and time you pick are read in your local time zone and converted to a single absolute instant (a Unix timestamp) that is stored in the link. The countdown is simply target − now, recomputed every second from the device clock, so it is drift-free and identical for every viewer — two people in different time zones count down to the same moment, each shown against their own clock. When the target passes, the timer stops at zero and shows your "when it's over" message; it never goes negative.
