No. It's an unofficial certificate of completion — a document the issuer creates. It carries no accreditation or legal weight on its own; credibility comes from the issuing person or organization. An auto-generated verification ID is decorative unless you host a public lookup, and printing CEUs doesn't make them accredited CEUs (that needs third-party IACET/ANSI review).
